Operating on a \"cap and trade\" basis, it sets an annual emissions cap for certain economic sectors (energy, heavy industry, intra-European aviation, maritime from 2024), while allowing covered entities to buy or sell allowances on the market according to their performance.<\/p>\n\n\n\n<p>The system has proven its effectiveness, with <a href=\"https:\/\/www.citepa.org\/seqe-les-emissions-dans-les-secteurs-couverts-depuis-2005-ont-ete-reduites-de-50\/\">emissions cut by almost 50 %<\/a> in sectors covered since 2005. Its latest reform, adopted in December 2022, <a href=\"https:\/\/www.ecologie.gouv.fr\/politiques-publiques\/marches-du-carbone-seqe-ue\">further strengthens its ambition <\/a>with a target of reducing emissions by 62 % by 2030 compared with 1990.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-1024x576.jpg\" alt=\"\" class=\"wp-image-2895\" srcset=\"https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-1024x576.jpg 1024w, https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-300x169.jpg 300w, https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-768x432.jpg 768w, https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-1536x864.jpg 1536w, https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1-18x10.jpg 18w, https:\/\/afen.fr\/wp-content\/uploads\/2025\/08\/Systeme-dETS-Europeen-1.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Today, the EU ETS has established itself as<a href=\"https:\/\/icapcarbonaction.com\/system\/files\/document\/240523_es_frz_final.pdf\"> <strong>the world's largest regulated carbon market<\/strong><\/a>with a volume of 1,386 MtCO\u2082e traded in 2024 and a market value reaching <strong>781 billion euros<\/strong>generating <strong>43.6 billion euros in revenues<\/strong> public sector. These figures make it a major strategic lever, not only for decarbonization, but also for financing the climate transition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why the EU ETS is crucial to carbon removal<\/strong><\/h2>\n\n\n\n<p>While the EU is aiming for climate neutrality by 2050, a residual share of emissions will be difficult, if not impossible, to reduce, particularly in sectors such as aviation, chemicals and agriculture. This is where <strong>Carbon Dioxide Removal<\/strong> (CDR) come into play, enabling <strong>the permanent removal of<\/strong> <strong>CO\u2082<\/strong>. In order to give them an industrial scale, it is essential to guarantee a <strong>stable economic value<\/strong>This is why a regulated market like the ETS is one of the most effective, if not indispensable, mechanisms.<\/p>\n\n\n\n<p>Integrating the CDR into the EU ETS would make it possible to :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to<strong>increase market liquidity<\/strong> ETS with the arrival of new certified units;<br><\/li>\n\n\n\n<li>to<strong>ensure a sustainable outlet and value for EDC suppliers<\/strong> beyond the still uncertain voluntary markets.<\/li>\n<\/ul>\n\n\n\n<p>It also offers a <strong>long-term visibility<\/strong> to the sector, an essential condition for unlocking the necessary investments, the costs of which remain higher than current quota prices (~80 \u20ac\/tCO\u2082e).&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Reform timetable and outlook<\/strong><\/h2>\n\n\n\n<p>The integration of carbon removal technologies (CRTs) into the EU ETS is at a pivotal stage in the European regulatory calendar. Since the adoption <a href=\"https:\/\/afen.fr\/en\/actualite\/crcf-towards-a-reference-standard-for-carbon-elimination\/\">from <strong>Carbon Removal and Carbon Farming (CRCF)<\/strong> end 2023, <\/a>the European Commission has begun to implement the application framework, with the gradual adoption of delegated acts, the first of which will be published in the coming months. <strong>sector-specific methodologies<\/strong> for permanent disposal are now <strong>in force<\/strong> or in the process of being finalized. The CRCF establishes the technical, environmental and traceability standards that CDR activities must meet to be recognized in European policies, notably the ETS.<\/p>\n\n\n\n<p>However, the integration of these credits into the ETS market requires a separate regulatory review. With this in mind, the <a href=\"https:\/\/climate.ec.europa.eu\/news-your-voice\/news\/commission-launches-public-consultation-eu-emissions-trading-system-and-market-stability-reserve-2025-04-15_en\"><strong>In April 2025, the European Commission launched<\/strong> a <strong>12-week public consultation<\/strong><\/a>closed on <strong>July 8, 2025<\/strong>as part of the assessment provided for in the ETS directive. The aim is to<strong> collecting opinions on a revision in<\/strong> <strong>2026<\/strong>including sectors covered, market governance, treatment of residual emissions, and <strong>the opportunity to integrate certified carbon offsets<\/strong>.<\/p>\n\n\n\n<p>The 2025-2026 period therefore represents a <strong>strategic window of influence<\/strong> for economic players, member states and disposal solution providers. The decisions taken on the basis of this assessment will determine the conditions of access to the <strong>the world's largest and most liquid regulated carbon market<\/strong>.<\/p>\n\n\n\n<p>If a consensus emerges in favor of strict, targeted integration of permanent removal, a legislative proposal could be formulated by the Commission in 2026, potentially paving the way for a <strong>effective introduction into the ETS system from 2031<\/strong>. This trajectory would give the market time to build up a robust, standardized and controlled supply of CRCF-compliant loans, while enabling regulators to calibrate authorized volumes according to long-term neutralization needs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>AFEN's position on the EU ETS review: building a valuation framework for carbon removal<\/strong><\/h2>\n\n\n\n<p>In its response to the public consultation launched by the European Commission, AFEN called for an ambitious reform of the European carbon market. It defends a twofold priority: guaranteeing the integrity of the ETS on the path to climate neutrality, while paving the way for a <strong>rigorous integration of carbon removal<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Valorize permanent carbon removal<\/strong><\/h3>\n\n\n\n<p>At the heart of its position, AFEN supports a <strong>gradual integration of certified permanent disposal credits<\/strong>such as those from biochar, BECCS or DACCS, among others. These removals, once validated by the <strong>CRCF<\/strong>They meet the requirements of permanence and reliability compatible with the neutralization of residual emissions from the ETS sectors.<\/p>\n\n\n\n<p>In AFEN's view, this integration must be strictly supervised:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Like-for-like principle<\/strong> Only fossil emissions can be neutralized by long carbon cycle removal;<br><\/li>\n\n\n\n<li><strong>Exclusion of temporary removals<\/strong>incompatible with the logic of climatic equivalence;<br><\/li>\n\n\n\n<li><strong>Gradual introduction<\/strong>in line with the growing importance of certified products;<br><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Structuring the CDR ecosystem in parallel<\/strong><\/h3>\n\n\n\n<p>AFEN believes that this integration can only be effective if it is accompanied by <strong>ambitious complementary policies<\/strong> :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Definition of<strong>differentiated objectives<\/strong> in European climate law (reductions, temporary removal, permanent removal) ;<br><\/li>\n\n\n\n<li>Targeted support for innovation and low-TRL technologies ;<br><\/li>\n\n\n\n<li>Deployment of<strong>incentives for long-term contracts between market players<\/strong>to secure revenues from capital-intensive projects;<br><\/li>\n\n\n\n<li>Equitable access to <strong>transport infrastructures and CO\u2082 storage<\/strong>the key to balanced development between member states.<\/li>\n<\/ul>\n\n\n\n<p>The members of AFEN are fully committed to building a <strong>French CDR industry<\/strong> sustainable, credible and integrated with neutrality objectives. This presupposes strict criteria for sustainability, permanence and transparency, clear regulatory recognition, and appropriate valuation mechanisms.<\/p>\n\n\n\n<p>AFEN defends a <strong>rigorous integration<\/strong> permanent phase-out in the EU ETS, designed not as an alternative to reductions, but as a <strong>an indispensable complement<\/strong> to deal with residual emissions.
