L'AFEN is pleased to share its contribution to the public consultation on the 3rd National Low-Carbon Strategy (SNBC) and the Pluriannual Energy Program (PPE). This document aims to strengthen the integration of negative emissions into French climate policies, and to highlight their crucial role in the transition to carbon neutrality.
Since its adoption in 2015, the SNBC has set binding carbon budgets to guide France towards its climate goals, while gradually integrating the negative emissions as an essential pillar of the transition.
Negative Emissions: A New Ambition
In its latest version, the SNBC makes a crucial distinction between :
- Natural wells Forests, agricultural soils and the bioeconomy.
- Technology wells BECCS (bioenergy with carbon capture and storage) and DACCS (direct air capture and carbon storage).
By 2050, these two types of well should make it possible to eliminate 80 MtCO₂e per year to achieve carbon neutrality, broken down as follows:
- 67 MtCO₂e via natural wellsThis is where sustainable forest management and regenerative agricultural practices come into play.
- 15 MtCO₂e via technology sinksThe SNBC recognizes that other promising technologies could enrich these scenarios.
The Opportunities of the 2025 Review
The revision of the SNBC scheduled for 2025 is a key moment for :
- Clarifying the integration of technology wells in carbon budgets.
- Strengthening financing to support the deployment of negative emission technologies.
- Encouraging innovationby removing the technical and economic barriers to industrialization.
AFEN Recommendations
In this context, AFEN proposes four strategic recommendations to position France as a world leader in negative emissions:
- Formulate a national carbon removal strategy We need to define clear objectives, mobilize private players and avoid moral hazard by distinguishing between gross reductions and residual emissions.
- Strengthening public research Support scientific and technological advances to guarantee the reliability and effectiveness of negative emission solutions.
- Stimulating project deployment : Set up financial incentives and appropriate infrastructures, while supporting pilot projects and demonstrators.
- Positioning France on the international stage Strengthen French climate leadership by integrating EDC into multilateral frameworks and collaborating with international coalitions.
These are AFEN's recommendations for making negative emissions a strategic pillar of France's energy and climate transition.
